It shall be unlawful for any person to stand, congregate or assemble upon any sidewalk, street or public way in the city in such manner as to hinder, obstruct or prevent the free and open passage upon the sidewalks, streets or public ways or to fail or refuse to disperse or to clear the sidewalk, pavement or street crossing when requested so to do by any police officer of the city.
