It shall be unlawful for any person to maintain any obstruction across, over or upon the streets, alleys or sidewalks of the city for the purpose of displaying or exposing to view for sale any articles of merchandise or to maintain an obstruction or encroachment of any kind without first having obtained authority from the city or its designee to do so.
