A. There is created a board of police commissioners consisting of three members whose term of office shall be:
1. One for one year;
2. One for two years;
3. One for three years.
B. The successor to each member so appointed shall serve for a term of three years. Such members shall be appointed by the mayor and city council. Of the three members of the board, one shall be a member of the employee class, one from the employing class, and the third be a representative citizen not identified with either the employee or employing class, as provided by statute.
