The membership of any member of the fire department who wilfully neglects or refuses to attend any fire, who wilfully refuses or neglects to obey the orders of the fire chief or other officers of the fire department, who is physically unable to properly perform his duties as fireman, shall be declared vacant; and in event that the members of the fire department refuse or neglect to take action against any such member, then and in such case, the city council may declare said membership vacant.
