17.92.070 Building permit-Required when.
   A building permit shall be obtained by the owner of any property, from the zoning administrator, before starting:
   A.   To construct or erect a new principal or accessory structure or part thereof;
   B.   To extend, enlarge, move, alter structurally, or reconstruct a principal or accessory structure or part thereof.
