All police officers who have been trained at the expense of the city, shall be required to enter an agreement upon their hiring to reimburse the city for the cost of their training and education should they resign voluntarily within two years of being hired by the city. No reimbursement shall be required of those police officers who are otherwise discharged by the police commissioners.
