All amendments may be initiated in any of the following methods:
A. The written request of the legal or equitable owner by a contract purchaser or the holder of a binding option. The request shall be filed with the chairman or secretary of the plan commission or the office of the mayor.
B. By resolution of the council of the city.
C. By resolution of the city planning commission. The chairman or secretary of the planning commission shall cause a notice to be published informing the public of a public hearing upon all proposed zoning ordinance amendments.
