No conditional use shall be granted by the city council unless the special use:
A. Is deemed necessary for the public convenience at that location;
B. Is so designed, located, and proposed to be operated that the public health, safety, and welfare will be protected;
C. Will not cause substantial injury to the value of the property in the neighborhood in which it is located; and,
D. Falls generally within the parameters established in Section 17.52, principal uses permitted, Table One.
