17.80.030 Application filing and processing.  
   An application for conditional use shall be filed with the chairman or secretary of the plan commission, or the office of the mayor. The chairman or secretary of the plan commission shall process such application in accordance with law, give notice of the public hearing and after the public hearing is held, forward the recommendation of the plan commission to the city council for final action.
