17.80.020 Authorization procedure.  
   Conditional uses shall be authorized only by the city council, provided that no application for a conditional use shall be acted upon by the city council until after a public hearing is scheduled and notice posted, and thereafter held by the plan commission and its findings and recommendations are reported to the city council.
