The zoning administrator shall issue a building permit for the buildings in the area approved for the PUD. He shall also issue a certificate of occupancy for any completed building or structure located in the area covered by the approved PUD, only if the completed building or structure conforms to the approved final development plan and to all other applicable ordinances and regulations, and provided further that sufficient site development is completed to present no health or safety hazards to the occupants. No certificate of occupancy for a commercial use in a residential PUD shall be issued until at least twenty-five percent of the total residential floor space is built and certificates of occupancy therefor have been issued.
