The applicant who has been issued a permit for construction, installation, erections, relocations, or alteration of a sign, shall, upon completion of the work, notify the zoning administrator, who shall inspect the condition of the sign with respect to its safety and location, and if he/she finds that the same has been constructed in compliance with the ordinances of the city, he/she shall then issue such applicant a permit in writing, authorizing such applicant to operate and maintain the sign.
