The general characteristic of the light industrial district is to provide for light manufacturing and processing or assembly plants excluding the specific uses expressly listed in the I-2 and I-3 districts and where the scale of operations is such that the amount of dust, gas, smoke, odor, or noise resulting therefrom will not be detrimental to property or to the health of persons residing in surrounding residential districts.
