The city, after publication and public hearing, shall be permitted the right to use land in any district for a fire station, power plant, warehouse, municipal building, police station, water treatment and/or softening plant, water tower, sewage plant, public building, swimming pool, recreation building, civic center, outdoor storage yard, municipal office building, park, playground area, stormwater lagoon, or airport.
