17.08.490 Parking area, public.  
   "Public parking area" means an open, hard-surfaced area, other than a street or public way, intended to be used for the storage of passenger automobiles and commercial vehicles under two-ton capacity, and available to the public, whether for compensation, free, or as an accommodation to clients or customers.
