17.08.480 Parking area, private.
   "Private parking area" means an open, hardsurfaced area of land, other than a street or public way, designed, arranged, and made available for the storage of private passenger automobiles and commercial vehicles only, of occupants of the building or buildings for which the parking area is developed and is accessory.
