"Nonconforming use" means any building, structure, or land lawfully occupied by a use or, in the case of a building or structure, lawfully situated, at the time of the passage of the ordinance codified in this chapter or amendments thereto, which does not conform after passage of this title or amendments thereto, with the regulations of this title and the amendments thereto.
