"Mobile home" means any vehicle or similar portable structure used or so constructed as to permit its being used as a conveyance upon the public streets or highways and designed to permit the occupancy thereof as a dwelling place for one or more persons, business or storage purposes, such vehicle or similar portable structure having no foundation other than wheels, blocks, skids, jacks, horses, skirtings, or resting in whole on a permanent foundation with wheels, tongue and hitch permanently removed, and which such vehicle or similar portable structure is, has been, or reasonably can be, equipped with wheels or other devices for transporting such vehicle or similar portable structure from place to place upon the public streets and highways and such vehicle shall be designed to be connected to utilities for year-round occupancy.
