17.08.320 Loading and unloading space, off-street. 
   "Off-street loading and unloading space" means an open hard-surface area of land other than a street or a public way, the principal use of which is for the standing, loading and unloading of motor trucks, tractors and trailers to avoid undue interference with the public use of streets and alleys.
