A. Whoever violates any of the provisions of this title shall be fined not less than twenty-five dollars and not more than five hundred dollars for each offense. Each day the violation continues shall be deemed a separate expense.
B. Any owner or agency who violates any section of this title shall be guilty of a misdemeanor and, upon conviction thereof, shall be fined not less than fifty dollars nor more than five hundred dollars for each lot or parcel so transferred or sold or agreed to be sold; each day the violation continues shall be deemed a separate offense.
