The degree of engineering inspection during construction operations shall be one hundred percent during storm sewer, sanitary sewer, water main, force main, sidewalk, and pavement construction. The inspection shall be done by the certifying engineer or by a person working under the direction of the certifying engineer. All construction shall be done in accordance with the approved plans and specifications, with an inspector present as stated herein, or the city engineer or city inspector shall stop all construction operations.
