The zoning administrator shall have the power to make or cause to be made an entry into any building or premises where work of altering, repairing or constructing of any building or structure is going on for the purpose of making inspections at any reasonable hour. Any person, firm or corporation who continues work ill violation of a stop order shall be subject to the penalties provided in this code and shall be fined separately for each and every day the violation continues.
