In the event it is deemed desirable to deviate from the subdivision standards, the consulting engineer must submit, in writing, a request to the city engineer stating the degree of deviation and the reasons why such deviation is necessary or desirable. The deviation must be approved in writing by the city council prior to the final design work and shall apply to that location and point in time only.
