The plan commission and city engineer shall from time to time prepare and recommend in writing to the city council such changes or additions to the provisions and regulations contained in this title for subdivision control as the plan commission may deem necessary or advisable. Such changes or additions shall become effective after their adoption by the city council by its passage of an amendment to this title.
