After the passage of the ordinance codified in this chapter, no plat of any subdivision shall be valid or entitled to recording without conforming to the regulations set forth in this title and without having first been approved according to the procedure provided for in this title. Prior to such recording, no lot or parcel of land within any such subdivision shall be offered for sale nor shall any sale, contract for sale or option be made with respect thereto, nor shall any specific improvements in and with respect to such subdivision be made.
