For the purpose of the present and future development of the city and for the promotion of public health and safety, morals, comfort and welfare of persons living within the territory governed, the provisions and regulations contained in this chapter shall govern the subdivision and plotting of land lying within the corporate limits of the city as now or hereafter existing, or within the area of jurisdiction of the Hoopeston plan commission as now and hereafter established under the provisions of the statutes of the state.
