It shall be the duty of the street and alley commissioner to supervise the streets and alleys of the city and to assign the hours and work of his assistants and employees subject to the direction of the mayor and city council. He shall see that the streets and alleys are kept in proper condition and repair and shall do and perform such other duties that may be assigned to him from time to time.
