In the event that a usable satellite signal cannot be obtained by locating the antenna on the rear side or front yard of the property such antenna may be placed on the roof of the dwelling structure. provided that a building permit is obtained prior to such installation. Such permit may only be issued upon a showing by the applicant that a usable satellite signal is not obtainable from any other location on the property; and provided further, that the construction and erection otherwise is in compliance with the city building code and electrical code.
