"Operation and maintenance costs" means all costs, direct and indirect, not including debt service, but inclusive of expenditures attributable to administration, replacement, treatment and collection of wastewaters necessary to insure adequate wastewater collection and treatment on a continuing basis, conform to applicable regulations, and assure optimal long term facility management.
