With in one year from the effective date of this chapter, all existing cross-connections to the Hoopeston water supply system that have not been authorized by the city and/or those which do not meet codes and regulations of the city, local and state plumbing codes, regulations of the Ill. EPA and those of the U.S. EPA shall be eliminated. The expense of such elimination shall be that of the owner of the property on which such cross-connection exisits.
