2.10.020 Use of special counsel by city.
   The mayor, with the consent of the city council, may from time to time retain an attorney to represent or advise the city on legal matters if no city attorney has been appointed; and he may likewise retain special counsel to advise or represent the city on special matters or to assist the city attorney.
