The fee to be charged for residential and commercial storm or sanitary connection shall be one hundred dollars payable to the city. If both storm and sanitary connections are made, the charge to the residential or business applicant shall be two hundred dollars except as heretofore provided in Section 13.20.010. The hookup charge for establishments producing industrial wastes shall be subject to negotiation between the city and the applicant.
