13.04.100 Issuance of orders in case of emergency.
   If the city council finds that from any cause an emergency exists and that the water supply of the city is impaired, they may issue special orders pertaining to the same and no person shall violate such orders. Such orders shall be issued in the form of a proclamation signed by the mayor, which shall be published at least once in the daily newspaper published in the city.
