If any billing, as provided in this chapter, remains unpaid after the due date in which the statement is rendered to the customer, a penalty of 10% of the amount of the bill for water or water and sewer service shall accrue as an additional charge for the service rendered for the month thereafter in which said bill remains unpaid. No additional notice will be given before the disconnection of service for nonpayment.
