13.04.020 City may refuse water or sewer service.
   The city may refuse to furnish water or sewer service to any person, firm or corporation when it is the opinion of the city council that the furnishing of water to such person, firm or corporation would not be profitable to the city or would be detrimental to the general service of the water and sewerage system.
