No person, persons, firm or corporation shall have water turned on in order to supply them or their premises with-out obtaining a permit therefor. This permit shall be obtained from and furnished by the city water collector, which shall not be issued, however, until all rules and regulations pertaining to the taking of water and the rules regulating plumbing fixtures have been complied with. The turning on of water, in all instances, shall be done under the direction and supervision of the superintendent of the water sewer department.
