The city council may dedicate and set apart for use of parks, playgrounds or recreation centers any lands or buildings owned or leased by the city and not dedicated or devoted to another and inconsistent public use and the city may in such manner as may now or hereafter be authorized or provided by lease for the acquisition of lands or buildings for public purposes by the city acquire or lease lands or buildings or both within or beyond the corporate limits of the city for parks, playgrounds and recreation centers.
