Within two hours after declaration of such snow emergency, any vehicle which has not been removed from the snow route shall be in violation of this chapter, and all violators will be subject to a fine, as provided in Chapter 10.56, and the vehicle remaining in such snow route will be towed and removed at the expense of the owner within twelve hours after such declaration.
