At such time as snow accumulates a depth of three inches or more, the mayor is authorized to declare a snow emergency, and, upon such declaration, shall promptly notify the Chronicle Herald Newspaper published in Hoopeston, and such other newspapers of general circulation within the city that he deems desirable, any local radio stations and at least one television station or the Hoopeston Cable TV Company within the city of such snow emergency.
