The regular meetings of the city council shall be held at the city hall on the first and third Tuesday of each month and also on the first Tuesday following any regular city election. Such meetings shall be held at the hour of seven p.m. Special meetings may be called by the mayor or any three aldermen and it shall be the duty of the city police to serve notice of such special meeting upon request of the mayor or any three of the aldermen. If the regularly scheduled meeting should fall on a holiday, the meeting shall be held on the next night following the holiday at the hour of seven p.m.
