"Parkway" means the area owned by the city and maintained by the tenant/homeowner that is situated between the sidewalk and the curb of the street. "Parkway" does not mean an area between the sidewalk and curbing where the curb has been removed and gravel or pavement has been placed for the intended purpose of parking a vehicle.
