Any person who keeps or maintains a common ill-governed and disorderly house to the encouragement of idleness, gaming, drinking, fornication or other misbehavior or lets any house, room or other premises for such purpose, within the city or within three miles of the outer boundaries thereof or knowingly suffers or permits any premises owned or occupied by him or under his control within the city or within such three-mile limit, to be used for such purpose, shall be punished as provided in Chapter 1.12.
