8.04.140 Tampering with containers or contents is a misdemeanor. 
   Any person, other than the owner, or a person authorized by the owner, or a properly designated employee of the city who moves, removes, defaces, damages or in any way tampers with any refuse container, or the contents thereof, shall be guilty of a misdemeanor.
