Where alley collections are made, the occupant shall place the refuse containers for the premises for collection at a designated point within five feet of the alley line. If there is no alley or if the same is impassable for vehicles, then the street and alley commissioner may designate the nearest convenient place where the refuse containers for such premises shall be placed for collection.
