6.09.070 Restraint of cats by owner or keeper. 
   The owner or keeper of a cat shall keep the cat under restraint at all times and shall not permit such cat to be at large, off the premises or the property of the owner or keeper, unless the cat is under complete control as defined in Section 6.09.010.
