Each license shall terminate on the thirtieth day of April next following its issuance or on the first day of November following its issuance if the second installment of the annual license fee is not paid when due.
License fees shall be due and payable in two installments. The first installment shall be due on or before May 1st and the second installment shall be due and payable on or before the first day of November of each year. The fee to be paid shall be reduced in proportion to the full calendar months which have expired in the year prior to the issuance of the license.
