5.16.040 Nonissuance or revocation of license when.
   Licenses required under the provisions of this chapter may be withheld by the city council if, at their discretion, the issuing of such license would be detrimental to the best interest of the city. If issued, such license may be revoked by the city council at any time if, in their opinion, such licensee is so conducting his business as to violate any of the provisions of the city ordinances, laws of the state or so as to injure the morals of the community or so as to be otherwise detrimental to the best interest of the city.
