   54.01   Gas rates
§ 54.01 GAS RATES.
   (A)   Generally. For the purpose of providing funds for the maintenance of the gas distribution system and for other purposes, there is hereby established a schedule of fees and charges for the use of the gas system of the city as follows.
   (B)   Rates.
      (1)   For each dwelling, public building, commercial establishment or other entity connected to the municipal gas system and the municipal water system of the city, the following schedule is hereby established.

      (2)   In addition to the above rates, the bill will include the cost of purchased gas in accordance with the provisions of agreement between city and the supplier. Also in addition to above rates, there will be a variable conversion factor to compensate for the MCF to MMBTU conversion, meter loss factor, and line loss.
   (C)   Deposits.
      (1)   Residential. Every applicant for residential gas service shall make a deposit of $125 with the City Clerk, or present a letter of credit from a gas utility company at their previous place of residence, showing they have a good credit history, and such applicant shall not be granted gas service until they have paid to the City Clerk such deposit, or presented a letter of credit. The deposit shall serve as a guarantee for the payment of charges for gas service and other amounts owed to the city in connection with such service. When such customer’s service is disconnected, the deposit or any part of such amount deposited which remains after all such charges and amounts due the city have been satisfied, shall be returned to the customer. A charge of $25 shall be made for a service charge to turn a customer’s gas on. When the customer’s gas service accounts have been maintained current and fully paid for a period of one year, the City Clerk shall return the gas service deposit to the customer.
      (2)   Commercial. Every applicant for commercial gas service shall make a deposit of $350 plus a fee of $25 with the City Clerk for a service charge to turn a customer’s gas on. For commercial customers only, the $350 deposit fee could be reduced to a $200 deposit fee with a letter of good credit. When the customer’s gas service accounts have been maintained current and fully paid for a period of one year, the City Clerk shall return the gas service deposit to the customer.
   (D)   Billing.
      (1)   Bills will be mailed to customers near the first of each month. Payment is due on the tenth of the month.
      (2)   If it is after the tenth of the month and the customer has not paid the bill, a late notice will be mailed to the customer informing them that their payment has not been received. The customer will then have another ten days to pay the bill. Upon the twentieth of the month, service will be disconnected for non-pay.
      (3)   A charge of 5% will be added to the bill if not paid within ten days after the first day of the month following the month of billing.
   (E)   Disconnected services.
      (1)   If service is disconnected for non-pay, the charge to reconnect utilities is $100 each (gas and water). This is in addition to the bill amount, including the late fee.
      (2)   In the event a customer’s utilities are disconnected for non-pay after the third consecutive disconnect of utilities, a deposit of $125 for each utility will be required to restore gas service.
      (3)   A charge of $50 shall be made for a service charge to turn a customer’s gas on after business hours and on weekends. This charge is in addition to the reconnect fee of $100.
