In the case of a deficiency special assessment roll being confirmed by the Village Council, Standard Resolution No.4A shall be adopted and shall be in the following form:
"WHEREAS, the Village Council has caused Deficiency Special Assessment Roll No. __ to be prepared for the purpose of defraying Special Assessment District's portion of the following described public improvement in the Village of Homer:
AND WHEREAS, the Village Council and Village Assessor have met after due legal notice and have reviewed said Deficiency Special Assessment Roll and have heard all persons interested in said Deficiency Special Assessment Roll appearing at said hearing;
AND WHEREAS, the Village Council is satisfied with said Deficiency Special Assessment Roll as prepared by the Village Assessor;
NOW, THEREFORE be it resolved that;
1) Said Deficiency Special Assessment Roll No. __ in the amount of $____ is hereby confirmed as prepared by the Village Assessor.
2) Said Special Assessment Roll shall be divided into ____ annual installments, the first installment to be due and payable on ______ and subsequent installments to be due and payable on _______ of each and every year thereafter, until the entire amount is paid in full.
3) The installments of said Deficiency Special Assessment Roll shall bear interest at a rate of six (6) percent per annum, said interest to be payable on the due date of each installment of said Deficiency Special Assessment Roll and said interest to commence on the due date of the first installment."
