Subject to § 91.04, no person shall park, store, leave, or permit the parking, storing, or leaving of any inoperable vehicle or part thereof upon any public property within the village for a period of time in excess of 72 hours. For purposes of this section only,
INOPERABLE VEHICLE is defined as any motor vehicle, whether licensed or not, the condition of which is wrecked, junked, dismantled, partially dismantled, inoperative, abandoned, or discarded.
